About SECA
SECA is a small Arizona firm. Ron Fleming has done this work himself since 1993: Tier II and Form R reporting, air and noise monitoring surveys, and helping companies implement ISO 14001 and ISO 45001. The work is done by the person you spoke to.
SECA was formed in 1993 and incorporated in 2000. The name stands for Safety Environmental Compliance Assistance. We are based in Arizona and work on site for clients across the United States.
Who does the work
Ron holds a master’s degree in the management of hazardous materials and has spent his career on safety and environmental work in industry. He plans each job and stands behind what the report says.
The work he does, stated plainly:
- Tier II reporting: the annual inventory of hazardous chemicals on site, due March 1
- Form R reporting: the annual Toxics Release Inventory report, due July 1
- Air monitoring surveys and noise surveys: measuring what each job is exposed to and comparing it to the OSHA standards
- ISO 14001 and ISO 45001: developing and implementing the management system and preparing it for certification
Working alongside Ron
Marcus Fleming, Ron’s son, now works alongside him. He is learning the business the only way this work can be learned: one job at a time, with Ron.
That means learning the habits along with the technical work. Look at the whole picture before you write anything, and tell a client plainly when they do not need the filing or the survey they asked about. Ron built this business on those habits.
If you have worked with Ron before, nothing about how your work gets done is changing. Ron still does the work.
What we claim, and what we don’t
What we bring. An owner with a master’s degree in the management of hazardous materials, steady work in this field since 1993, and clients on working sites across the United States. Our samples are analyzed by a nationally accredited laboratory (accredited under the federal NVLAP program), which is named on the report. We also have sample reports, with the client details changed, that you can ask for before you decide to hire us.
We do not hold the title of certified industrial hygienist. Industrial hygiene is the trade name for the air monitoring and noise survey work we do, but the certified title is a protected one, and we do not use it or imply that we hold it.
We do not hold an ISO lead auditor credential. Consulting does not require one. The auditors who must be qualified work for the certification body (also called a registrar) that audits your system and issues the certificate, which is a separate company doing a separate job.
→ Can your certification body also build your management system?
How we work
We tell you when you do not need us. Your chemicals may be under the reporting threshold. Some standards allow objective data in place of new air monitoring, and in other cases you may simply not be due yet. A short conversation usually shows which is true, and we would rather have that conversation than bill you for a survey you never had to do.
Every report names the methods and the laboratory. We list each sampling and analytical method by its number and name the laboratory that analyzed the samples, so a reader can verify what was done.
We show our sources. Pages on this site that state a requirement cite the official source at the bottom, with a link. Regulations change, and the link is there so you can check the current text before you rely on a number.
You get a written scope of work before anything starts. It sets out what will be filed or sampled, the methods and the deliverables, so what arrives is what we agreed on.
