Our four fields
SECA works in four fields, and we have been doing this work since 1993. Most clients find us because of a single problem with a date attached to it, and then they keep coming back, which is how a business built on relationships tends to work.
The four fields
Tier II Reporting
Tier II reporting is based on the maximum amount of chemicals on site at any point during the year. If the reporting threshold is met, a report must be filed by March 1 each year.

Form R Reporting
Form R reporting is based on the amount of certain chemicals your facility manufactures, processes or otherwise uses. If the reporting threshold is met, a report must be filed by July 1 each year.

Air and Noise Monitoring
SECA conducts air and noise monitoring surveys to determine the air contaminant and noise levels at your facility, then compares them to the applicable OSHA standards.
ISO 14001 & 45001 Implementation
SECA works with your company to develop and implement environmental and safety management systems that conform to the ISO standards.
Which one do you need?
- You store chemicals, and someone mentioned a March 1 deadline. That is Tier II reporting, the annual inventory of hazardous chemicals on site, based on the most you had at any point in the year.
- You may have to file an annual chemical release report with EPA. That is Form R reporting under the Toxics Release Inventory, due July 1.
- Someone asked what your workers are breathing, or people have to raise their voices to talk. That points to an air monitoring survey or a noise survey, and often both on the same visit.
- A customer wants you certified. They have asked for ISO 14001 (environmental management) or ISO 45001 (occupational health and safety).
Not sure? Tell us what happened and we will sort it out with you. You can also read the questions and answers first.
How it usually starts
Something happened. A deadline turned up that nobody owned, an inspector came by, a customer sent a list of questions, a new material arrived, or someone failed a hearing test. You describe it on the contact form and we come back with what we think it needs. That may be a written scope of work and a price, and sometimes it is only an answer.
The first job is usually small, and that suits us. We would rather be judged on a day’s work than on a proposal.
What working with us is like
Ron Fleming has done this work himself since 1993 and still does it himself. His son Marcus now works alongside him. We are based in Arizona and work on site across the United States.
You deal directly with the person doing the work. We write reports for the person who has to act on them, not to impress anyone. When a result requires you to do something, we say what, and when it does not, we say that too, just as plainly.
What we don’t do
We keep to these four fields. If you need something else, we will tell you plainly that it is outside the work we do.
We do not issue ISO certificates. No one who builds your management system can also certify it, so we get you ready and an accredited certification body performs the audit.
And we will not sell you a survey or a filing you do not need. A short conversation may show that your plant is quiet, that your chemicals are under the threshold, or that last year’s survey still covers you, and if so, that is the answer you will get.
No cost and no pressure. If you do not need the work, we will tell you so.
